On a Bissell PowerForce Helix bagless upright the filter case is the clear plastic lower housing that the filter and dirt cup seat into. Part 2038060 is that housing, sold on its own, and it swaps in without tools: lift the old one out and drop the new one into place.
Because everything is clear, a hairline crack or a warped rim is easy to miss until dust starts showing up downstream. Air that finds a gap around the case skips the filter entirely, so the exhaust smells dusty, the motor gets grit it should never see, and the filter shifts out of position while you vacuum.
It fits the PowerForce Helix Turbo 68C7 and 2140, the PowerForce Helix bagless uprights 1240 and 12B1 with their lettered variants, and the PowerGroom Helix Rewind 98N4.
