Nothing stops a technician from reassembling an upright without this gasket after a routine belt change, since the machine still runs and still picks up dirt with it missing entirely. Part 465384 is that gasket, the sealing strip that seats between the bottom plate and the nozzle housing on Eureka and Sanitaire commercial uprights.
Miss that seal and the nozzle no longer meets the carpet the way it was designed to, pulling in air through the resulting gap instead of pulling it through the pile where the dirt actually is. Rather than showing up as an obvious failure, the loss reads as weaker pickup along the nozzle edges, and the belt and brush roll end up working harder and wearing faster since the nozzle no longer holds its intended distance from the floor.

An unexplained drop in pickup is worth checking here first, particularly on any machine that recently had a belt swap or the bottom plate off for another repair, before spending time chasing a motor or filter issue instead. Clean the mating surface thoroughly before fitting the new gasket, since old residue left behind keeps it from sitting flat and sealing evenly, and check the plate itself for a warp while it is off the machine.
