Part A03039001 is the black combination rug tool for the Eureka and Sanitaire Mighty Mite, built with a molded plastic sole and a pair of wheels, and fitted for the Eureka and Sanitaire 3631A.

Replacing it comes down to those wheels. Once they seize or break loose, the sole drags across the floor rather than rolling, which makes the tool grab on carpet, resist a smooth push on bare floor, and leave a scuffed trail along its trailing edge. The molded sole also wears thin at the front lip over time and stops sitting flush against the floor, which shows up as weak pickup right at the tool even though the hose and canister are clear.

It attaches by pushing directly onto the wand, no other hardware involved. A tool in this condition is commonly blamed on a weak motor or a clogged hose further up the machine, and swapping this inexpensive part is the fastest way to rule that theory out before opening up anything else on the canister.

Spin each wheel by hand before deciding the tool needs replacing outright, since a wheel that is merely gummed up with old carpet fiber and hair can sometimes be freed and run a while longer. If a wheel stays locked after cleaning around its axle, or if the plastic sole itself has worn through rather than just the wheels, the whole assembly is the more reliable fix rather than chasing individual pieces.
