Part 53115 is a tolerance ring sized for the brush roll bearing on Eureka and Sanitaire uprights, sold ten to a pack. It is a springy metal sleeve seated in the housing bore around the bearing, closing the gap that would otherwise let the bearing shift instead of holding it with a plain metal-to-metal press fit.
Once the ring loses its spring, the bearing starts to creep within its seat.
