This belt is what actually spins the brush roll; the canister's suction motor and the nozzle's belt-driven brush motor are two separate systems, which is why a vacuum can keep pulling strong suction even after the brush roll has stopped moving entirely. Rubber belts stretch and glaze with heat over time, and a belt in that condition will slip under load well before it actually snaps.
