Part 430001008 is the handle clamp from the Oreck BK95519 Elevate in black, and the same clamp fits the Hoover CH95519. It is the collar that locks the handle to the body at your working position.
The clamp holds through friction, and friction wears. Once it has lost its grip, or cracked, which is how most of them end, the handle slips under load, twists as you steer, or drops when you were relying on it staying up. It is a small failure that makes a sound machine feel worn out, and it gets steadily worse rather than settling.
A new clamp takes the play out and restores a firm, predictable handle. It fits at the original position with the existing hardware.
