Part 43248068 is the front wheel assembly for a group of Hoover uprights, supplied with its axle so the rolling parts and the shaft they turn on go in together.

Front wheels carry the machine at the end that gets pushed, pulled and dragged over thresholds the most. A wheel that has gone out of round, cracked at the hub, or seized against its axle makes the upright fight you across carpet and wander instead of tracking straight, and that resistance is hard on the person pushing long before it is hard on the machine. Thread and carpet fiber packed tightly against the axle produce the same stiffness, so clear that away and try the machine again before deciding the assembly itself is finished.
