The wire opening plug is the small moulded stopper that closes off the cord routing hole in a Hoover housing once the wire is run through it. Part 34131019 is the replacement, and it is the sort of thing that gets lost during a cord change rather than worn out in service.
Leaving the hole open is not just cosmetic. The plug holds the cord in its channel and keeps it from chafing on the moulding edge, and it stops dust being drawn in at a point that was never part of the intended air path.
It covers a long stretch of Hoover machines: the C1701, C1703-900, C1705-900 and C1712 WindTunnel Professional, the CH50010 Professional Series, the U5140900, U5172900 and U5175900 Fold Away, the U5458900 through U5491950 WindTunnel Supreme range, the U5753900, U5760900, U5762900 and U5786900, the U6630900 and U6634900, and the UH30070, UH40020, UH40065, UH40115, UH40125, UH40155 and UH40265. It also fits the Oreck UR30075 and the Royal UR30075 and UR30085.
