This telescopic wand, part CT170, is the Nutone central vacuum wand, the tube between the hose handle and the floor tool that slides out to your working height and locks there.
Wands get replaced for two reasons and it is nearly always one of them. Either the lock has given up, so the wand creeps closed under load and you finish the job bent over pushing a floor tool, or the tube has been dented hard enough that the inner section binds and the airflow is choked at the dent.
A new wand gives the reach back and holds it. Before ordering, check the ends against your existing wand. Central vacuum hose handles and floor tools are not all the same diameter, and the fit at both ends is the part that matters.
