Part AC40KDRHZU03 is the dust compartment for the Panasonic MC-UG413 upright, and it is also listed for the MC-UG413-00 and MC-UG415-01. It is the moulded enclosure the bag sits in, and it has to seal against the machine for any of the airflow to work as designed.

Compartments crack at the hinge or the latch corner, usually after a fall, and they can warp if the machine has been run with a badly overfilled bag. Once the seal is broken you get both symptoms at once: dust escaping at the seam, and weaker pickup because air is entering through the gap instead of the nozzle.

Inspect the bag collar and its gasket while the old compartment is out. If the compartment cracked because a bag was forced into it, the collar has usually taken damage too.
