This is the power switch for the Advance Comfort Pak 10 commercial backpack vacuum, and it carries across the same machine sold as the Nilfisk and Clarke Comfort Pak 10, as well as the UZ964 and UZ934 backpacks. Order it as part 1405496510.
A switch is the most common reason a backpack stops turning on. The symptoms are familiar: the motor runs only while you hold the rocker in one position, it cuts out when the harness shifts, or it does nothing at all while the cord and the outlet both test fine. On a machine switched on and off dozens of times a shift, the contacts simply wear out.
Replacing it means opening the motor housing and working with mains wiring, so this is a job for someone comfortable with basic electrical repair, or for a service technician.
