The access plate is the bottom cover on a Bissell PowerForce Helix bagless upright, the panel you unclip to reach the brush roll and belt. Part 2038073 replaces it when the tabs snap off.
That is almost always the failure. The plate is thin, the retaining tabs take the strain every time the cover goes back on, and once one breaks the brush roll no longer sits tight in its cradle. You get a loose, rattling roll, a belt that walks off its pulley, and air escaping at the nozzle instead of pulling through the carpet.
It fits the PowerForce Helix bagless uprights 1240 and 12B1 along with their lettered variants, and the Big Green BGU1937 commercial upright. The plate clips on exactly like the original, so it is a two-minute job with the machine tipped back.
