Every push, pull and lift on a Duo brush machine loads the joint where the handle meets the body, and SEBO 3113HG is the connector that forms it. The light gray moulding is item 20 on the Duo parts diagram, immediately after its own cover 3027HG at position 19 and immediately before the contact cover 1020UL at 21.
Plastic that has flexed for years develops hairline cracks around its fixing points, usually starting at a screw boss where the load concentrates. The first sign is a handle with slightly too much play in it, the kind of looseness that is easy to attribute to a screw needing a turn. Left alone, the connector breaks through and the handle stops steering the machine cleanly, at which point the cable running through the joint is taking strain it was never meant to carry. Fitting a new connector returns a solid, rattle-free link between the two halves and takes that load off the wiring. The 3.9 x 16 screws used in this part of the handle are listed at position 22 as 0103, available singly or as a ten pack, and they are worth renewing at the same time if the old ones have chewed their threads on the way out.
