Steam only exists once this part boils the water on its way to the mop head, and part 1603366 is the new-style heater used in that role on the Bissell Symphony. When a Symphony quits producing steam, this is usually the last component left to check.
A failed heater is often obvious: water goes in and nothing comes out but cold, damp exhaust. A failing one is more gradual, showing up as a mop that takes much longer to warm up, or one that puffs steam briefly and then trails off into a thin, weak stream that soaks the floor rather than cleaning it.
It fits the Symphony 11321, 11326, 11328, 1132A, 1132M, 1132Q, 1132R and 1132X, the 1530 and 1652, and the Symphony Pet 1543A, 1543R, 1543T and 15438.

- Replace when: the mop runs cold, takes far longer to heat, or only puffs then trails wet output
