Blue, with a zippered pocket on the front, this is the outer cloth bag for the Kirby Tradition, sold as part 190078 and matching the 3CB Tradition's original colour.
The bag is doing two jobs. It holds the paper bag, and the cloth itself is the second filtration stage, catching fine particles that make it through the paper. When the fabric tears, when a seam opens, or when the zipper strips and will not close over a fresh paper bag, that second stage stops working and dust goes back into the room.
There is a third failure that is easy to miss. Over decades the weave silts up with fine dust and stops breathing, so the machine feels short of suction even with a new paper bag in place. If the cloth has gone stiff and will not pass light, it is finished regardless of how sound the seams look.
