This is the machine-end coupling for a blow-molded shop vacuum hose, part RAMM-250C111: the fitting on the end of the hose that plugs into the vacuum itself, as opposed to the tool end you hold.
Blow-molded hose is stiff, and the coupling absorbs all the twisting that stiffness transmits every time the machine is dragged to a new spot. It cracks around the collar, or the barb loses its grip on the hose wall, and after that the hose whistles at the joint, pulls out of the port under tension, and delivers noticeably less suction than the machine is actually producing.
Replacing the coupling saves an otherwise sound hose. Check the hose wall where the old coupling gripped while you have it apart, and if that end has split, trim back to sound material before fitting the new one.
