This is the Bissell ProHeat belt accessory pack, part 6960W: two belts, one flat and one geared, which between them is what a deep cleaner needs to drive its brush roll again.

The symptom is simple enough. If the machine is not cleaning the way it used to, or the brush roll has stopped turning while the motor and pump still sound normal, a belt has stretched, jumped off, or broken. Deep cleaners are hard on belts because the roller works wet and under load, so they go sooner than an upright's.

The pack covers the ProHeat 8910, 7901, 7920 and 7950 series and the ProHeat 25A3 series, plus the PowerSteamer 1694W, 1697, 8805 and 8806 series and the PowerSteamer and PowerLifter 1370, 1622 and 1623 series. Check your model's guide for which belts it uses and how they route.
