Part H309B is the screw that secures the carbon brush holder inside the motor of a Rainbow D3, and the same screw is used on the D4. It is the fastener that keeps steady spring pressure between the brush and the commutator, which is the whole basis of the motor turning at all.
A loose or missing screw lets the holder shift by a fraction of a millimetre, and that is enough. The brush chatters against the commutator rather than riding on it, the motor sparks visibly at the brush window, runs rough and can cut out under load. Left running like that, the arcing scores the commutator and turns a screw into a motor rebuild.
Since the motor has to be open to fit it, measure the carbon brushes while you are in there and renew them if they are short.
