Part B028-0114 is the foot button for the Riccar and Simplicity R10E upright, the pedal cap you press with your foot to work the machine's foot control.
Step controls take direct impact from a shoe heel every time the machine is used, which is harder wear than almost any other control on a vacuum. The cap is the piece that absorbs that impact, so it chips at the edge, cracks across the face, or breaks away entirely long before anything under it gives out. Once it is gone you are pressing on a bare stub, which is awkward with a shoe on and easy to miss altogether.
