This is a sweep inlet valve for central vacuum systems, SKU A900B, the low floor-level port that dirt swept toward it is drawn straight into rather than being scooped into a dustpan. Sweep inlets are usually fitted in the kick space under a run of cabinets.

This is the non-LED version of the VacPort sweep valve, finished in beige. Sweeping to a fixed inlet saves carrying a pan of debris across the room, which is why these end up in kitchens, entryways and workshop corners more often than anywhere else in a house.
