Bissell part 2031491 is the bottom plate for the PowerClean 92L3P cleaning head, the flat panel that screws across the underside of the nozzle and closes the brush chamber against the floor. It is also the panel you take off to change a belt or a brush roll, which is why it is so often the part broken during a repair.
Once a locating tab has snapped or the plate has bowed, the chamber no longer seals. Air gets drawn in around the edges instead of up through the carpet, and the machine loses most of the concentrated pull that makes a nozzle work. Missing screws do the same thing more slowly.
It also fits the PowerClean 92L3W and the PowerGroom Helix Rewind 98N4. Refit it with all its fasteners so the plate lies flat with no gap along the front lip.
