Lower cord wrap for the Bissell PowerForce Helix uprights, part 1608220. It fits the 1700 and 1701 series and the 2190 and 2191 machines built on the same body.
This is the bottom hook the cord loops onto for storage. It is moulded plastic under repeated twisting load, and it breaks at the root, usually when someone yanks the cord off sideways rather than unwinding it. Once it goes the cord will not stay wrapped, so it trails behind the vacuum, gets rolled over by the wheels and eventually pinched or nicked.
That is worth fixing rather than living with, because a damaged cord on a mains appliance is a different order of problem from a broken hook. The wrap fastens to the body of the machine and comes off with a screwdriver.
