Part 38433079 is the solution button for the Hoover F5914 SteamVac, the control you press to dispense cleaning solution while you clean.
Once this button starts sticking or wearing out, a machine can end up leaking solution on its own between presses, or refusing to spray at all when you actually press it, and either way the carpet comes out patchy, soaked in places and bone dry in others. A worn button is a cheap thing to rule out first, though a fault further along the solution path can produce the same dribble, so watch whether the flow stops cleanly when the machine is switched off before settling on the button as the cause.
