This is the top cord hook, part 173893S, fitted to the Kirby Generation 4 and used across the Generation series.
Its only job is to hold the wrapped power cord, and it does that until somebody pulls the cord off sideways once too often. The plastic fatigues at the base and the hook breaks away, usually cleanly. What follows is a cord that unwinds itself in the closet and drags along behind the machine while you clean, which is how cords get run over, pinched under the nozzle and eventually nicked through to the conductors.
Fitting the replacement is a screwdriver job on the handle fork. If the lower hook is original too, do both at once. Check the cord jacket for cuts while it is unwound, since a damaged cord is a reason to stop using the machine until it is repaired.
