Part 190099 is the cloth shell that sits on the back of a Kirby Generation 6, cradling the paper bag while doing double duty as the machine's second filtration stage before exhaust air leaves the housing.

Three things typically end one of these: a seam gives way under the flexing it takes every time the machine tips back, the zipper track wears until it will not close the last inch, or the weave itself quietly fills with years of fine dust until air simply cannot get through it anymore. That third cause is the sneaky one, since swapping the paper bag inside a clogged shell changes nothing and leaves the owner troubleshooting parts that were never the actual problem.

A quick way to check is holding the fabric up to a window. Light should pass through the weave with some resistance but not zero; a shell that blocks it completely has already lost the airflow the machine needs, whatever the zipper and seams look like from the outside. A new shell restores the airflow and the filtering at once, since both tend to decline on roughly the same timeline. Checking the zipper action while the fabric is already off the machine costs nothing extra and catches a second problem before it becomes its own separate repair.
