Part 571039110 is the bottom plate for the Titan T3600 bagged upright: the panel that closes the underside of the cleaning head around the brush roll.
It does more than cover. The plate forms the sealed chamber the brush roll works inside, and it holds the head at a set height above the floor. When it cracks, warps or loses a mounting boss, air leaks in at floor level instead of being drawn through the carpet, and suction falls off exactly where it is meant to be strongest. A broken edge can also scuff hard flooring as the head is pushed.
Because the failure is gradual, most people replace one after chasing a suction problem through the bag, the filters and the hose. If those are clear, turn the machine over and look along the plate for cracks and daylight.
