The mains lead on a SEBO FELIX Premium is stored by winding it in a figure of eight between two hooks on the handle tube, and part 7027SW is the black moulding that forms one of them. SEBO catalogues it at item 15 of the FELIX exploded diagram, described there as the cable hook in black.

Mechanically it is a trivial part and structurally it is not. Each hook carries the full tension of a wound cord plus the yank it gets when somebody unhooks the lead in a hurry, and all of that load lands on one moulded stem. The stem is what breaks, usually at its root, and usually the upper hook goes first because that is the one people pull against. A machine with a single hook left still cleans perfectly well, so the repair gets postponed and the lead ends up looped loosely over the handle instead. From there it slides off, gets walked on, and works its outer sheath loose near the strain relief, which is a considerably worse problem than the one it started as.
