Part 36151020 is the right-hand latch lock on the Hoover SteamVac, the catch that holds the housing closed on that side of the machine.
A latch that has lost its spring tension or cracked at the pivot will let the housing rock or lift on that side during a cleaning pass, and moisture can work its way out of the gap before you notice a problem. Listen for a solid click when you close the machine up; a latch that seats with a soft, mushy feel instead of a click is usually on its way out.
