On a Rainbow D3 the outer clamp ring holds the upper housing down onto the water basin, and it has to hold hard enough to keep a water-filtration machine sealed under suction. Part R598 is that ring for the D3.
Rings warp, crack at the latch, or simply stop drawing tight after years of being opened for every water change. What you see is water escaping at the seam while you vacuum, a housing that will not sit down evenly, or a machine whose suction has gone soft because it is pulling air in at the joint instead of through the water bath.
With the ring off, take the chance to look over the mating gasket surfaces. A sound ring clamping onto a hardened or nicked gasket will still leak, and from the outside the two problems look identical.
