Inside a Rainbow D3 motor the fan stages sit stacked on the shaft with spacers between them, and each of those spacers sets a gap that has to be right. R1984 is the upper spacer in that D3 stack.
Spacers go missing during a rebuild far more often than they wear out — they drop into the bench tray, go back in the wrong order, or come out crushed after a shaft has been pressed apart. Run the motor without the correct spacer in the correct place and the upper fan sits too close to what is next to it: you hear a metallic rub or a rising whine, and suction falls because the motor is burning its energy on friction instead of moving air.
Fit it in sequence with the rest of the stack. Laying the stages and spacers out in the order they came off is the easiest way to be certain nothing goes back a step out of place.
